IT Strategic Plan

The Workforce Board’s IT Strategic Plan for 2025-28 represents our commitment to leveraging technology as a catalyst for transforming Washington’s workforce development system. As a small but essential agency, we recognize that strategic technology investments can significantly amplify our impact, enabling us to better serve job seekers, employers and communities across the state.

Despite resource constraints, we will maximize our impact through strategic partnerships, cloud-based solutions, and shared services that allow us to exceed expectations and maximize our efficiency. Our success will be measured in both technical achievements and improved outcomes for the communities we serve.

This plan aligns with the state’s Enterprise IT Strategic Plan while addressing our unique mission to champion strategies that ensure a successful business climate and livable-wage jobs for all Washingtonians. Our technology strategy focuses on three transformative goals:

Modernize for Mission: Transform our technology foundation, focusing on reliability, cross-team collaboration and making systems easier to modify and maintain.

We’ve already made significant strides toward a more modern and unified agency. We’ve consolidated resources in Azure, moved websites to a single hosting provider, virtualized aging hardware and adopted tools like OneDrive and Azure DevOps to streamline workflows. Just as importantly, we’ve expanded our technical team to better support these efforts, ensure long-term stability and accelerate future modernization initiatives.

Integrate to Elevate: Build a connected workforce ecosystem through data integration and interoperability, and ensure integrity, security, and accessibility.

We recognize the critical importance for the data that we consume and produce to be accurate and readily available. By adopting new technologies, establishing project management standards and facilitating communication across teams we are well on our way to a more efficient and effective agency.

Empower Through Insights: Prioritize and enhance evidence-based decision making for our agency, partners, and citizens.

We’re improving how we collect, manage, and share data to enable faster, evidence-based decisions across our agency and with partners. Our Data Integration project is a key example—designed not only to support smarter internal choices, but also to facilitate data coordination and access among state workforce system partners to provide a seamless, customer-centered experience for the public. Over time, this foundation will drive more coordinated programs, better outcomes, and a stronger, data-informed workforce system.
