2026 WIOA Combined State Plan Modification – Public Comment

Washington has refined its Workforce Innovation and Opportunity Act (WIOA) Combined State Plan as part of the regular mid‑cycle update required by the U.S. Department of Labor. This update reflects changes in the economy and labor market, new federal requirements, and the work completed by partners over the past two years.

The update is now available for public review and comment.

What’s included in this update

The modification refines the state’s direction for the remainder of the planning cycle, through 2028. It focuses on four statewide objectives:

  1. Implement Workforce Pell
  2. Implement No Wrong Door and prepare for HR1 work requirements
  3. Connect service integration to performance
  4. Deliver cross-industry, demand-driven recommendations

How to submit a comment

Click the button below to submit feedback on any section of the plan. You may comment on one section or multiple sections.

Workforce Board staff will review responses and route them to the appropriate program leads. State agencies will review all comments on their program sections as part of the final plan revision process.

Comment period: March 3 April 3, 2026

The public comment period is open for 30 days and closes on April 3, 2026.

Some program plans are going through public comment separately:

  • WIOA Title IV: Vocational rehabilitation (general)
    • Public comment: Jan. 5 – Feb. 3, 2026
    • View Department of Social and Health Services’ Title IV plan
  • Temporary Assistance for Needy Families (TANF)
