Draft Job Quality framework
What is Job Quality?
Job quality is one of five strategic priorities in the state strategic workforce plan, Talent and Prosperity for All. During Phase I of TAP implementation in 2024/25, a public- and private-sector work group developed the foundational draft framework.
A clear, shared definition of job quality—paired with a practical framework—is essential to guide policy, align interest-holders and drive measurable improvements in Washington’s labor market. Without it, efforts to improve jobs risk being fragmented, inconsistent or inequitable.
Background
The Workforce Board, through its 2024-2028 statewide workforce plan, Talent and Prosperity for All (TAP), identified job quality as one of five strategic priorities for strengthening Washington’s economy. During Phase One of TAP implementation (June 2024-October 2025), the TAP Job Quality Work Group conducted a survey, completed a literature review, a Phase One Report and finally developed a draft Job Quality Framework and definition to bring greater clarity, consistency, and accountability to this work. This draft framework is designed to turn a shared aspiration: good jobs, great careers, strong communities, into a practical guide for potential action.
We are now inviting feedback on the draft framework and have created a one-page summary document to facilitate this work. The one-pager serves as a call to action for workforce system partners, employers, labor representatives, educators, and community members to review the draft and share their perspectives. Broad input will help refine and strengthen the framework before it is finalized, ensuring it reflects the diverse needs and experiences of industries and workers across Washington.
