Carl Perkins Act and Plan
The Workforce Board is designated by the Governor and Legislature to oversee funds received through the federal Carl D. Perkins Strengthening Career and Technical Education for the 21st Century Act of 2018 (Perkins V)–a multi-million dollar federal grant that helps educators better prepare students for the workplace through innovative teaching techniques and other strategies.

The Workforce Board’s role includes preparing and adopting a state plan, tracking state-level expenditures, establishing and tracking performance targets and submitting annual reports to the U.S. Department of Education.
For 2021-22, Washington received approximately $24 million in Perkins funds. These funds are divided among the Workforce Board, the state’s community and technical colleges (State Board for Community and Technical Colleges), and the state’s K-12 system (Office of Superintendent of Public Instruction). Federal funding makes up less than 5% of the CTE funding that flows to Washington’s secondary and postsecondary schools but is important because of the monitoring and evaluation measures required by federal statute.
Perkins V State Plan
In 2024, states are required to submit a new four-year Perkins plan, or revisions to the previous plan, in addition to State Determined Levels of Performance (SDLPs) for the next four years. Washington’s Perkins plan is included in the larger combined state workforce plan, Talent and Prosperity for All (TAP) which is presently in development. Review the current Perkins V Plan here.
